In 2025, farmers will be eligible to receive reimbursement of expenses for the construction or reconstruction of their farms under the “Financial Support for Agricultural Producers” program, as part of support for the development of livestock farming and the processing of agricultural products. In particular, in 2025, farmers engaged in cattle breeding will be compensated up to 25% of expenses for the construction or reconstruction of farms, milking parlors, and facilities for processing animal by products.
Reimbursement will be available for facilities whose construction and/or reconstruction began on or after February 24, 2022, and which were commissioned between January 1, 2025, and September
30, 2025.
The application process will commence after the relevant announcement is published in the State Agrarian Register and will remain open until October 20, 2025. Applications will be reviewed until December 5, 2025.
The launch of a program to compensate for the cost of purchased breeding stock in 2025 is not planned due to the lack ofbudget funding.

According to the Law of Ukraine “On the State Budget of Ukraine for 2025”, under the program “Financial Support for Agricultural Producers” for supporting the development of livestock farming and the processing of agricultural products, expenditures of the special fund are provided in the amount of UAH 1 billion.
The source of formation of the special state budget fund is the revenue from 90% of the rent payments for agricultural land plots of state ownership within the framework of the “Land Bank” project. As of August 27, 2025, the special fund’s balance amounted to UAH 168.0 million. Accordingly, in order to prevent the dispersion of expenditures, in 2025 reimbursement to agricultural producers will be
limited to expenses for the construction or reconstruction of farms.
