Ukraine has significantly increased its exports of dairy products to the EU since the implementation of the Autonomous Trade Measures (ATMs).

The EU accounts for a significant share (almost 70%) of Ukrainian exports of skimmed milk powder and sweetened condensed milk.
Additionally, the EU is a key market for whey powder, butter (in 2025), and fresh cheeses (over 30%).
The dairy export quotas defined in the EU–Ukraine Association Agreement require revision, as the situation in the dairy markets has changed significantly since the Agreement was signed.
Proposed adjustments: It is reasonable to increase the export quota to the EU:
– for the “Powder milk” group – from 5,000 tonnes to 15,000 tonnes (3 times);
– for the “Butter” group – from 3,000 tonnes to 7,500 tonnes (2.5 times).
