Natalia Haidt, financial expert and advisor to the Executive Directorate of the UDEU, notes that on October 24, 2025, the Cabinet of Ministers of Ukraine approved an important decision that paves the way for the practical launch of a comprehensive state support program for businesses.
The resolution establishes the Procedure for providing partial compensation for property destroyed or damaged as a result of the armed aggression of the Russian Federation, as well as compensation for part of insurance premiums under insurance contracts against war risks.

This mechanism combines two key components:

• ✅ direct compensation for losses for enterprises in frontline regions,
• ✅ compensation of part of the insurance premium for businesses across Ukraine.

The program is part of a broader state policy to support domestic producers — “Made in Ukraine.”

1. Direct compensation for losses in frontline regions

The mechanism applies to businesses operating in high-risk areas:
Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson and Chernihiv regions.

What is compensated?
Damaged or destroyed property, including:

• buildings and structures,
• production facilities,
• warehouses,
• equipment, etc.

The maximum compensation amount is up to UAH 10 million, but not exceeding the actual amount of damage.
If a business has already received state or local assistance, the compensation amount is adjusted accordingly.

Program administrator — JSC “Export Credit Agency” (ECA).
The entrepreneur submits an application and pays a one-time fee of 0.5% of the declared damage amount.
After the compensation is paid, the state acquires the right to claim the compensated damages.

2. Compensation of part of the insurance premium for war risks

This mechanism operates throughout Ukraine.

How it works:

  1. The entrepreneur independently chooses an insurance company willing to insure against war risks.
  2. Signs a contract and pays for the insurance policy.
  3. After the contract expires, applies to the ECA and receives compensation for part of the paid insurance premium — up to UAH 1 million.

For each application, a fee of UAH 5,000 is paid to the ECA.
This stimulates the development of the war-risk insurance market and makes such services genuinely accessible to businesses.

Who can use the program?

Eligible:

• individual entrepreneurs,
• private-sector legal entities.

Not eligible:

• state and municipal enterprises,
• non-residents of Ukraine,
• companies under sanctions or connected with russia/belarus,
• enterprises with tax debts,
• companies in bankruptcy.

Important conditions

• Compensation is provided only for objects damaged/destroyed after the resolution enters into force.
• Insurance contracts must also be concluded after this date.

This mechanism is a real step toward restoring businesses and supporting entrepreneurs in the difficult conditions of war.
