Ukraine plans to continue its state support program for the construction and reconstruction of livestock complexes in 2026, with 31 enterprises already building complexes and potentially eligible for state compensation — projects to create and modernise cattle-keeping complexes, as well as sheep- and goat-breeding operations, said Andriy Kravchenko, deputy director of the Agrarian Development Department and head of the livestock unit, on Suspilne TV, Ukraine’s Ministry of Agrarian Policy and Food reports.
Following an update to the program’s terms, compensation for the cost of building and reconstructing livestock farms has been raised to 50% for agricultural producers that relocated their businesses from front-line areas. For the first time, sheep- and goat-farming operations can also take part — a decision resulting from ongoing dialogue with farmers and industry associations.
«Livestock is one of the priorities for developing and supporting the agri-industrial complex. Last year the program was launched, and the first enterprises have already received compensation for building livestock complexes. This year, taking into account proposals from farmers and regional military administrations, we expanded the program to include sheep- and goat-breeding operations and raised the compensation level to 50% for enterprises that relocated production from front-line regions», Kravchenko said.
Construction is currently being monitored, with the final compensation amounts to be determined after applications are submitted and participants’ documents verified. The support covers part of the cost of building the facility together with its technological equipment, regardless of the equipment’s country of origin, and is provided once construction is completed and the facility is commissioned per the program’s requirements.
Per the State Statistics Service, Ukraine’s sheep and goat population stood at 756,000 head at the start of 2026 — almost 30% lower than before the full-scale invasion. Expanding the program is intended to help restore livestock numbers, develop the sector and increase investment.
Support for producers relocated from front-line areas was raised to 50% by the Cabinet of Ministers, and aid is provided under the funding procedure approved by Cabinet Resolution No. 950 of 6 August 2025 (as amended).
