According to the terms of the IC programme, the Government of the Netherlands has opened the possibility of subsidizing clusters of technology, knowledge, and service providers to cooperate with Ukrainian micro, small, and medium-sized enterprises (MSMEs), including farmers.

The programme предусматривает the establishment of clusters consisting of at least three participants. The cluster leader (applicant) must be a Dutch legal entity — a company, research or educational institution, trade organization, or non-governmental organization cooperating with businesses. Participation of at least one Ukrainian MSME partner is mandatory.

Projects must align with the priority sectors for private sector development in Ukraine as defined by the Government of the Netherlands. These include:

  • agriculture and food industry;
  • dairy sector and agro-processing;
  • potato production, open-field and greenhouse horticulture;
  • processing of fruits, vegetables, and berries;
  • ornamental horticulture;
  • agricultural education;
  • energy efficiency;
  • water resource management, etc.

The submission period for mandatory preliminary applications (quick scans) will run from 30 March to 2 June 2026. The deadline for full project proposals is 1 September 2026. The IC programme is designed for six years and will run until the end of 2028.

The subsidy amounts to up to 60% of the total project cost, within a range of EUR 150,000 to EUR 620,000.
