As noted by Oleksii Sobolev on his Facebook page, the government has approved updates to the “National Cashback” program. Starting March 1, 2026, the program will operate with two rates — 5% and 15%, depending on the product category. The current 10% rate will remain in effect until February 28.

The key change for the dairy market is a 15% cashback on hard and soft cheeses of Ukrainian origin. These categories are classified as segments with a high share of imports (over 35%), where domestic producers face the strongest competition. In these segments, the state is strengthening incentives for consumers to choose Ukrainian products.

For most other dairy products (milk, kefir, yogurts, etc.), a 5% rate will apply, as the import share in these categories is lower.

According to government data, over 1.5 years, 4.9 million Ukrainians have used the program, and purchases of Ukrainian goods have exceeded UAH 63 billion. The model is being adjusted without increasing the budget — cashback will become more targeted.

Payments will continue to be credited to the “National Cashback” card, and the balance can be checked via the Diia app.

Funds may be used to pay for utilities and postal services, purchase Ukrainian goods, medicines, and books, or be directed to charitable purposes, including support for the Armed Forces of Ukraine.
